Toward attractive and distinctive neighborhoods—Tampere’s neighborhood development model builds a socially sustainable future

The City of Tampere developed a new cross-sectional and community-driven operating model for neighborhood development to prevent regional segregation and strengthen social sustainability. Pentagon Design served as a partner in this project, which spanned more than two years and combined data, residents’ experiences, and collaboration across various sectors.

The model is based on comprehensive analysis and participation, and it guides development through nine themes and objectives. A key change is the shift from one-offs and fragmented projects to a long-term, area-based development approach. The work culminated in a strategic program approved in 2026, which closely links neighborhood development to Tampere’s city leadership.
